What is the easiest way to keep images from being tiled when used as a background in Microsoft Publisher 2007?

How can I keep images from becoming tiled when applied as backgrounds, in Publisher 2007?
I am trying to add a background image to a project I’m creating in Microsoft Publisher 2007, the problem I’m having is when I apply an image it becomes tiled, instead of remaining as one (solid) image.
